Technical Delegations |

Frances Kernodle Associates, Inc. provides facilitation services for business, research and governmental delegations, and offers logistical support and coordination. FKA has led teams as small as one senior official up to entourages of twenty people or more on fact-finding missions and research initiatives. Depending on individual clients' needs, FKA can coordinate all logistical elements for a successful mission including scheduling, protocol, transportation, accommodations, communications, data collection and meeting summary reports, and (as needed) translation/ interpretation. Representative examples of previous research delegations include: Cost estimating for U.S. public works –– FKA organized and facilitated meetings with VDOT, FHWA and USACE on behalf of a team that included public and private sector engineers and planners. FKA provided scheduling, transportation and accommodations, interpretation services, meeting notes and summaries as well as document collection and delivery services. Chesapeake Bay restoration –– FKA was tasked with arranging and facilitating meetings with key players involved in the Chesapeake Bay restoration. FKA established meetings with top officials within the Maryland Department of Natural Resources (MDNR), EPA Chesapeake Bay Program, Chesapeake Bay Foundation, a private sector engineering firm, and the American Society of Civil Engineers (ASCE) in order to discuss advancements and challenges related to restoration efforts. In addition, FKA provided meeting summary, information packets and questionnaires tailored to each meeting and follow-up communications. Flood-related disaster management procedures — FKA coordinated and facilitated all meetings including discussions with senior officials of the Federal Emergency Management Agency; the Institute for Crisis, Disaster, and Risk Management at the George Washington University; the Emergency Services office of the Alexandria Chapter of the American Red Cross; and the Virginia Department of Emergency Management (VDEM) in Richmond, Virginia. In addition, FKA arranged for the delegation to tour the Emergency Management Institute and National Emergency Training Center in Emmitsburg, Maryland and to observe the VDEM's Emergency Training for Course Instructors program in Charlottesville, Virginia. Other research delegation topics have included post-disaster economic development, hurricane disaster response and recovery, GIS technological developments, biomedical and biopharmaceutical centers of excellence, and occupational safety & health research. Representative examples of previous marketing missions include: Increasing awareness and participation in Smithsonian Corporate Membership–– FKA led members of the Smithsonian Institution Corporate Membership Program on four initiatives in Japan where FKA introduced the program, solicited Japanese corporate participation and expanded the level of Japanese participation in the program. Introduction and funding support for STRI –– FKA led the Smithsonian Tropical Research Institute's (STRI) mission to Japan, planning and facilitating all meetings to introduce STRI's activities and to solicit Japanese participation and funding. Economic development mission –– FKA organized six missions to Japan on behalf of a Virginia county economic development organization.
